Raymond E. Bye, Jr.

Dr. Raymond Bye advises on university and corporate R&D management, assessing research capacities, and with strategic planning for university research enterprises and other not-for-profit organizations.  Dr. Bye has spent his career at the National Science Foundation (NSF) and Florida State University (FSU) in areas related to scientific and engineering research, research administration, U.S. science policy, and legislative and public affairs. 

Beginning in 1972, he served over two decades at the NSF and for more than a dozen years as Director of the NSF’s Office of Legislative and Public Affairs.  In that position, he served five NSF Directors.  Following his service at the Foundation, he was named Associate Vice President for Research at Florida State University in 1994. In 1999, he was named Interim then Vice President for Research. In that position, his responsibilities included sponsored research administration, intellectual property, the FSU Research Foundation, and several interdisciplinary research programs (such as the National High Magnetic Field Laboratory, the FSU Center for Advanced Power Systems, the Institute for Science and Public Affairs, the Laboratory Animal Resources facility, and the FSU Marine Laboratory).  He also served as the University’s primary official in Washington, representing FSU with all R&D agencies and the Florida Congressional delegation. 

In June 2003, he became FSU’s Director of Federal Relations and Economic Development, assuming expanded federal relations responsibilities along with leading the University’s activities related to economic development.  In this capacity, he serves as the lead University official in all federal and Congressional relations activities.

During Dr. Bye’s tenure as Vice President for Research, he committed FSU to the goal of doubling the research awards received over a five-year period.  When he assumed the Vice Presidency, research awards totaled $88 million in FY98; at the close of FY03, the annual award total had exceeded the $162 million level.  Other initiatives included activities that highlighted the research talents of FSU faculty; initiated, secured bond funding, and oversaw the completion of 170,000 square feet of new research construction; and coordinated the development of a strategic research plan for University discussion.

Dr. Bye has served on a number of boards and commissions.  These include service as President of the FSU Research Foundation, along with membership on its Board and Executive Committee. He has also served as a Board member of the Oak Ridge National Laboratory Board of Governors, the Oak Ridge Associated Universities (ORAU), and the National Association of State Universities and Land-Grant Colleges (NASULGC).  Other Boards include the John S. and James L. Knight Foundation’s Community Advisory Board, the Tallahassee Memorial Healthcare Foundation, and Chair of the NASULGC’s Council on Governmental Affairs.

Dr. Bye has received the NSF’s highest award, the NSF Distinguished Service Award.  He also was awarded the President’s Meritorious Executive Award.

Dr. Bye received a Bachelor of Arts degree from Rhodes College and his Master of Arts and Doctor of Philosophy degrees from Kent State University.  All of his degrees are in Political Science.
