Tom Owens advises on international science and technology issues and development and management of research funding programs.
Tom Owens was the President and Chief Executive Officer of the Civilian Research and Development Foundation and led CRDF in its Congressionally-charged mission to promote international scientific collaboration in support of both new science and engineering knowledge and nonproliferation. He has more than 40 years experience in foreign affairs and international science and technology cooperation.
As a State Department Foreign Service Officer, Mr. Owens served in Argentina; and at the National Science Foundation he led the NSF offices in Tokyo and Paris and helped establish the International Science and Technology Center (ISTC) in Moscow. Mr. Owens is a graduate of the University of California at Berkeley.
